Project Scope
Construction of a new NCAA Division 1 tennis facility to support competitive play, athlete development, and spectator engagement, including:
- 5,000 SF building with home team locker room, public restrooms, offices, observation level
- 6-8 regulation Division 1courts with spectator seating, competition-quality lighting, and fence enclosure
Total project budget, including soft costs is $5,000,000
The proposed site is on the UNCW main campus, west of Hamilton Drive near the Almkuist-Nixon building.
The anticipated construction delivery method is design-bid-build. It may be phased with courts and lighting first followed by building construction.
The design team should include a NCAA sports facility specialist to ensure full compliance with NCAA Division 1 standards and best practices for collegiate tennis facilities.
The current project authorization is for Advanced Planning only. The selected firm may be retained through full design and construction at the University's option.
Submission Requirements
Response should be electronically submitted in a single PDF format, a maximum of 20 single-sided letter-size pages excluding SF-330 form, cover page, table of contents. Maximum file size is 10MB. Project Description:
Constructed in 1969 as UNCW's original auditorium, Kenan Auditorium (currently about 25,100 SF plus a proposed 17,900 SF addition) is in need of a significant modernization. The project will include demolition, renovation, and addition to both main and balcony levels of Kenan Auditorium. The undersized existing lobby will be demolished to make way for a new pre-function space which will wrap the building and accommodate all patrons from the renovated theater and new multi-purpose space. A back-of-house addition will serve the performers and technicians from the building’s east façade. The commissioning scope incorporates the MEP and building envelope systems with a total project budget of $23.8M.

The University seeks the professional service of a Commissioning Authority (CxA) to join the team to provide services for the project through design, construction, and post acceptance. Commissioning services shall be provided as defined by the latest State Construction Office manual, guidelines, and checklists.

Qualifications:
The CxA must be a registered engineering firm in the State of North Carolina, and the selection process will be based upon qualifications. The CxA must exhibit the basic qualifications outlined in the State Construction Office Building Commissioning Guidelines for Third Party Commissioning. https://www.doa.nc.gov/sco-bldgcommissioningpdf/open.
Critical Selection Factors
Interested firms can participate in the process by submitting a current SF 330 form and addressing the following in a written proposal. Please note that only one electronic copy of the proposal submitted via email is requested. Most of the criteria listed below can be accommodated in sections A-G of the 330 form. Section H can be used for any additional information and should be limited to ten 8½ x 11 double-sided pages. Digital submissions should be no larger than 10MB. Firms are responsible for ensuring receipt of proposals at the address listed below by Friday, March 20, 2026, at 3:00 pm.
- Experience and expertise in the project type being evaluated.
- Past performance on similar projects
- Experience in design projects to be part of an existing campus context.

Following the receipt of proposals, a University Interview Committee will shortlist firms, interview, and select. The selected firm will contract with UNCW through the Architectural and Construction Services and the project manager.

Project Description
UNC Wilmington is seeking a qualified commissioning agent for the MARBIONC Lab Building Glycol Recovery System Replacement project at the Center for Marine Science campus. The project involves replacing the existing glycol recovery system, including associated piping, controls, and startup. The commissioning agent will verify system performance, coordinate with the design and construction teams, witness testing, and provide a final report to confirm the system meets design intent and operational requirements.
Project Budget
The total project budget is approximately $800,000 and includes construction, design, and miscellaneous project costs.
Project Scope
The University seeks the professional service of a commissioning agent to join the team to provide services for the project through design, construction, and post acceptance. Commissioning services shall be provided as defined by the latest State Construction Office manual, guidelines and checklists.

Qualifications
The commissioning agent must be a registered engineering firm in the State of North Carolina and the selection process will be based upon qualifications. The commissioning agent must exhibit the basic qualifications outlined in the State Construction Office Manual (SCO Manual).
Critical Selection Factors
Response should be electronically submitted in PDF format, a maximum of 20 letter-size pages excluding the cover page, letter of interest, table of contents, and SF-330 form. Maximum file size is 10MB. Submit one (1) PDF copy via email to manfrediz@uncw.edu. It is the submitting firm’s responsibility to ensure the document has been received by the due date and time. Include the following information:
- Experience and expertise in the project type being evaluated.
- Past performance on similar projects
- Experience in design projects to be part of an existing campus context.
- Adequate staff and proposed consultant team – qualifications and examples of previous collaborations.
- Historically Underutilized Business representation in proposed consultant team
- Current workload and State projects awarded.
- Proposed design approach or methodology.
- Recent experience with project cost estimates and schedule adherence.
- Construction administration capabilities.
- Record of successfully completed projects without major legal or technical problems.
- Other factors which may be appropriate to the project.
Contract
The contract will be negotiated with the selected commissioning agent. The contract with the commissioning agent will be in the form of a Letter Agreement approved by the State Construction Office.
Selection Process
Following the receipt of proposals, a University Interview Committee will shortlist 3-6 firms, interview, and present to BOT. The selected firm will contract with UNCW through the Architectural and Construction Services and the PM.

Project Description
Balfour Beatty Construction is seeking to pre-qualify contractors to submit bids for the furnishing of labor, material, and equipment for the UNCW Housing Village Phase III. Balfour Beatty has been selected as the Construction Manager at Risk (CMR) for the project and will receive bids from and contract with the principal contractors for the execution of the work. We will be accepting pre-qualifications for upcoming bid packages and trades as listed on the prequalification form.
Prequalification due dates:
Bid Phase 1 – Early Procurement and Site Package anticipated bid date November 11th, 2025

Similar project experience will be considered during prequalification. Submittals for prequalification forms may be hand delivered, mailed, faxed, or submitted electronically. Deadline for prequalification is 14 days prior to Bid Date. The CM and Owner reserve the right to reject any and all Pre-qualifications.
